The University of Tsukuba Library supports open access!
What's Open Access?
Open Access (OA) means making academic articles available for anyone to access and use free of charge via the Internet. OA does not simply promote equal access to information. The increased sharing and reuse of research results will have a ripple effect of promoting the creation of further interdisciplinary research and innovation, and returning the results to society. Making an article OA offers the following benefits to authors:
- Your paper can be read by people all over the world for free on the internet.
- More citations by peer researchers can be expected.
- You can give back your research findings to society.
- Authors themselves can access their own articles online anytime, anywhere.
The University of Tsukuba places great importance on this not only to improve the university's contribution to society but also to strengthen the university's brand image, and therefore adopted the University of Tsukuba Open Access Policy on November 19, 2015.
This policy stipulates that, as a general rule, papers published in academic journals should be registered in the University of Tsukuba Repository (Tulips-R) and made available on the Internet.
Mandating immediate open access to academic papers, etc.
On February 16, 2024, the Integrated Innovation Strategy Promotion Council formulated the "Basic Plan for Promoting Immediate Open Access of Scholoary Publications and Scientific Data (in Japanese)".
What is required of researchers?
Under this policy, among public funds, those who receive competitive research funds (→ [A]) that are subject to immediate OA, which will be newly solicited from the public from FY2025, will be required to submit academic papers and evidence data (→ [B]) based on the research funds. After publication in an academic journal, it was required to immediately publish it in an information infrastructure such as an institutional repository.

*This mandate is based on the idea that research results produced with public funds should be broadly returned to the public, leading to the development of research and social implementation.
*By making your paper open access, you can expect an increase in the number of citations and impact. Even if your research paper is not subject to the mandatory requirement, please understand the principle and consider making it OA.
How to make your article OA
There are basically two options to make articles OA.
[Green OA (Self Archiving)]
This is a method of making papers OA in an institutional repository that your institution operates.
University of Tsukuba Affiliates can make their papers OA by registering them in the University of Tsukuba Repository (Tulips-R).
Once your paper has been published in an academic journal, please contact Repository Management Section.
*Many publishers have regulations that only peer-reviewed manuscripts (final author's manuscript) are accepted for registration in repositories. In addition, some publishers and journals may impose a certain embargo on the publication of the final author's manuscript.
[Gold OA]
This is a method in which authors make their articles OA by paying the Article Processing Charge (APC).
There are two types of journals.
- Fully OA Journal: All articles in the journal can be accessed free of charge.
- Hybrid OA Journal: A subscription-based journal but only articles for which authors have paid the APC are made OA
Remark) Please be aware that some open access journals are so-called “predatory journals” that are published solely to profit from the paper submission fees (APC) collected from authors.
